KP Government Initiates Master Plan for Kaghan, Naran and Batakundi Valleys
Peshawar, August 2025 – In line with the vision of Chief Minister Khyber Pakhtunkhwa, Ali Amin Gandapur, the provincial government has taken a major step toward strengthening sustainable tourism by initiating work on a comprehensive master plan for Kaghan, Naran, and Batakundi valleys.
The first planning meeting was held in Peshawar under the chairmanship of Dr. Abdul Samad, Secretary Department of Culture, Tourism, Archaeology and Museums, Khyber Pakhtunkhwa. The session was attended by Shabir Khan, Director General Kaghan Development Authority (KDA), along with representatives from the consulting firm Shehersaaz, which has been tasked with preparing the master plan.
Consulting Firm Assigned for Comprehensive Studies
The firm Shehersaaz will carry out detailed studies to design a master plan package focusing on sustainable tourism development, strategic zoning, and infrastructure improvement. The plan also emphasizes active stakeholder participation to ensure that the natural beauty and cultural richness of these valleys are preserved while promoting tourism.
Focal Person and Coordination
Shabir Khan, DG Kaghan Development Authority, has been appointed as the focal person for the project. He will oversee data collection, information sharing, and coordination between regional departments and the consulting firm to ensure smooth progress in master planning.
Priorities for the Master Plan
During the meeting, Dr. Abdul Samad highlighted several key priorities for the project:

Creation of sustainable business models to benefit the region.

Incorporation of previous research findings and studies.
The consulting firm was directed to involve KDA board members in the next planning session, begin work without delay, and expedite the process for early implementation.

The initiative marks a strategic milestone in the provincial government’s tourism development agenda. By focusing on long-term planning, the Kaghan, Naran, and Batakundi valleys—renowned for their breathtaking landscapes, alpine meadows, and lakes—will be transformed into sustainably managed tourist hubs, attracting both domestic and international travelers.
